I have been living in my RV park for a year now. The landlord has raised my rent but no one else's rent was raised. I don't think there are a lot of laws for RV parks. So I assume they can do whatever they want. My landlord seems to be under this same assumption. We do not have a contract.
Basically yes your LL may raise the rents selectively, but only if accomplished in a non-discriminatory manner and raising rents to retaliate against a T is unlawful.
