I was on the phone when my manager walks up and starts talking. I placed my hand over the mouth piece and told her it was hard to hear when two people are talking especially when I am hard id hearing. My manager responds by saying "that is why you need to look at me when I am talking to you". A little later, I see her approaching me and while looking at her, she says,"are you looking at me? Are you sure?" I responded that I was in which she continues to ask if I am sure. I found this to be offensive and felt mocked.
Your manager is your boss. Simple as that.

This certainly would not rise to the level of harassment in most reasonable people's estimation.
