No its not the real IRS. The IRS does not call you. If you truly have an IRS issue they will send you a letter. Its a phone scam so don't give them any money.

Total and complete scam. Also beware of mailed envelopes that bear language that looks like it comes from the government. That's to get you to open it and not toss it. It may or may not not be a scam, but it's still junk mail.
