There was a Federal lawsuit filed against me 5 years ago which was settled (no judgment or negative information). But I would like to get it removed since whenever someone Googles my name it keeps popping up at the top. If the other side would agree to remove it can someone expunge or delete the record?
No, it is not possible. The filing of the lawsuit remains public record.
The information presented here is general in nature and is not intended, nor should be construed, as legal advice. As Mr. Chen correctly advises you, you cannot have information about a federal lawsuit deleted. A federal lawsuit will remain a matter of public record. The fact that the lawsuit was suitably resolved, and accordingly dismissed, should pose no difficulties for you. If you find it distracting, I suppose you can use certain search engine optimization techniques so that other, more positive, information about you will appear at the top of any Google search for your name.
Good luck to you.
