Continuously yelling overbearing watching every little detail for excuse to yell H.R. has done nothing for me

Is it "ok" for a boss to act that way? If by OK you mean appropriate then the answer is no but if by OK you mean is it legal then the answer is yes. There are no laws relating to how employees are treated aside from the OSHA Regulations and Work Comp laws which require a safe workplace and the Employment Discrimination laws which prohibit making employment decisions based upon someone being a member of a protected class. If your boss is yelling at you and treating you this way BECAUSE you are a member of a protected class (race, age, sex, religion, national origin or disability) then it may be illegal discrimination. Otherwise, the boss can be as much of a horse's behind as he/she chooses. Generally speaking HR departments are fairly good about tackling these types of issues even though the boss isn't doing anything illegal. However, if, as you indicate, you have already gone that route and not gotten any assistance then you should consider looking for another job.
