Someone told me that it was legal to breastfeed in the car while it is in motion. Is this true?
I am not aware of any law that prevents breastfeeding in a moving vehicle except seat belt and child safety laws. By this I mean that if the mother is belted in and not driving she can breastfeed. The baby must be strapped into a car seat. It is illegal to remove the child from the car seat while the car is in motion and feed the baby.

No, it is not legal to breastfeed an infant in a moving vehicle. All persons in a moving vehicle must be properly restrained. Infants must be in a properly secured seat appropriate to their age/size.
Just wanted to be clear.
What to do? Extract and bottle feed on long trips. Pull over to burp. I am a veteran of long trips with young children and infants, plan to stop at least every 45min.

Yes. It violates every law in every state concerning having babies and children properly restrained in a moving vehicle. Just to be clear, it is not only illegal to remove the child from a safety seat in order to breastfeed, it is illegal to remove the child to comfort him/her, to keep them from crying, or for ANY REASON. If the child is hungry - STOP THE CAR and feed them.
