My daughter was taken out of day care by someone who didn't have permission and the law said that they wouldn't press charges because he knew the people who took her
You should consult with local counsel. Consider going to the magistrate or Commonwealth's Attorney.
Your facts are thin, but you are accusing somebody of abducting your child. If that is the case, it is a very serious allegation, and you should be able to get somebody to act on it.
Did they take her somewhere?
How did you get her back?
This forum offers a "quick answer" to a "quick question" but it is not always the best way to consult counsel. The practice of law usually works best (best results) when the lawyer is able to consult with the client, in private, and make a full assessment of all the facts of the case.
Need more information. There has to be more to this story. Police will not typically get involved in what they consider a civil family issue. If your child was actually abducted and there was evidence of a criminal act, the police would investigate. Suggest consulting with a local attorney for advice.
you can press civil and maybe criminal charges against this person for kidnapping , however you would have to look closely at the virginia statutes, a lawyer could help you with this matter
