i just found out my nieghbors do not have a spetic. they built the house about 4 yrs ago and only put in a pvc pipe... my pond runs from fence line to fence line . about 5 ft on either side. but thats where they are pumping it to.. is that legal ? and what can i do about it. i don't want my pond full of there poop.

I agree. You need to seek an attorney in your area. One course of action may be to have the attorney send a cease and desist letter threatening legal action in the event the activity does not stop by a certain date. If they do not stop by that date, then you may have to seek an injunction prohibiting them from disposing of their waste on your property. And, I wouldn't go swimming in that pond! :)
Report the issue to your public health department first. It is difficult to imagine how they were able to get clearance without having a septic put in and inspected.
