I am not sure I completely understand your question. Presumably, you are the payer, and your original child support obligation was stopped (or held open). Under Wisconsin law, child support when "held open" can be revisited when your financial circumstances change that would allow you to pay support. An example might be that you lost your job, so the support order was modified, and now you find a job and are working again.
