A couple was going through trash at a family store, theres no gate or sign prohibited this, but the manager said its not ok
I believe it depends on where and how the trash is maintained, but if the issue is important to you should consult with a local Business Attorney.
The foregoing discussion does not establish an attorney-client relationship, is qualified by the limited facts presented above, and should not be relied upon as legal advice. To obtain definitive legal advice upon which one can rely necessitates retaining an attorney who is qualified in this particular area of the law.
I agree that you can discuss with a local lawyer who can review the local laws for you, discuss with you the type of business and the location of the trash, and then provide you with advice. If you're on private property and they ask you not to do so, best to heed such instruction. Good luck
Answer given for general advice and is not a legal opinion, which would require an analysis of the facts and circumstances as well as the applicable law and regulations.
