It's okay to lie if you are doing so to keep from hurting someone's feelings, so long as you are not withholding information that is important to their health or safety. It's okay to lie to little kids about the Easter Bunny, the tooth fairy and Santa Claus. It is okay to lie to little kids or, at the least, to give them very incomplete answers, if the lie will keep them emotionally safe. I cannot think of another circumstance that makes it okay to lie.
