There is a crime for committing a lewd act in a public place. The man could be arrested and charged criminally. Your friend could sue the person, but the first question is what are her damages? Was she psychologically scarred and had to undergo extensive counseling to repair the damage?
Without some sort of damages to sue for, it probably is not worth a lawsuit because the recovery would not be worth the expense of hiring an attorney.
And on a more practical matter, even if there were damages to pursue, How much money would this person have if they are riding public transportation?
A police report should be filed along with a complaint to the bus company.
