It's hard to imagine a situation where handcuffs would be used legally for self-defense. I would strongly suggest you consult with a criminal defense attorney before attempting to use handcuffs in any way for "self-protection."
Possessing handcuffs is not a crime. What you do with them, including whatever "self-protection" means in your question may be a crime depending on the circumstances.
