Is it illegal for a civilian to carry around a set of handcuffs?

That makes sense, thank you Mr. Boal. I was looking at C.R.S. 16-3-201 which states "Arrest by a private person A person who is not a peace officer may arrest another person when any crime has been or is being committed by the arrested person in the presence of the person making the arrest."

Possessing handcuffs is not a crime. What you do with them, including whatever "self-protection" means in your question may be a crime depending on the circumstances.
