Sorry can't say it is per se elder abuse. Clearly not appropriate action by the family member.
This question leaves out the detail necessary to give a good answer. If you feel an elderly individual (your parent?) is being taken advantage of or mistreated by a person supposed to be caring for them, you can contact a private elder law attorney or even the authorities if you can offer them more than a gut feeling.
There are a few Avvo categories that might be appropriate for your question, but guardianship is not one of them. Elder Law, Personal Injury, Power of Attorney might be appropriate. You might try posting in any or all of those. I will get you started by changing the category to Elder Law.
Not elder abuse unless they are harming the parent. If so, go to court and have a guardianship hearing so you can be appointed POA over parent.
