The landlady has set up a contraption with sharp staples protruding on the light switches in the common area, so when the tenant needs to turn on the lights to see, he will get hurt. In other words, the tenant cannot turn on the lights, instead, he must use his phone for a light source or a flashlight to see OR risk getting hurt in the dark. Btw, there is no window or any light source whatsoever—It’s pitch dark until he gets to the exit door.

It's probably not a crime. Take a photo and when you are in the neighborhood of a building and safety field office you might want to ask them, assuming they don't have an hour long line.

You should immediately contact the SF Dept. of Building Inspection about this. The lack of light (if nothing else) would certainly be a code violation.
The situation might also provide bases for suing the landlord, including for nuisance and violating Sections 37.10B and 37.11A of the SF rent control ordinance (assuming it applies to your tenancy).
