It has pictures and videos of young girls in many clothes including lingerie. Some of the images appear to be very lewd and maybe sexual in nature. Bottom line: Are pictures and videos of young girls in underwear legal in the United States? This is the category criminal
If you are unsure of whether or not the site is showing illegal material, or whether the individuals in the photos are being exploited, its best to forward that information to law enforcement. The Washington State Patrol or Department of Justice are good places to start.

Have you ever watched TV commercials here in the US? Of course it is legal UNLESS you are describing child pornography. If that is what you are seeing, namely underage persons being sexually exploited then you should report the site to the FBI.

Lewed and sexual images of underage girls or boys is illegal! Your other question is more fact dependent and should be directed to someone who practices criminal defense in this area of the law. This is not an Intellectual property or entertainment law question. I'll reclassify.

If you are asking whether it is illegal to view and possess pictures of young girls in underwear, you may want to reevaluate what you are doing in life. My suggestion would be to avoid this content like the plague regardless of whether a particular image is technically legal or not. If you engage in this type of online browsing you will eventually end up with serious legal issues. No one on here is going to be able to view this content and give you the specific advice you want. The first time you will find out if something depicting a young girl is illegal or not will be when you are talking to your criminal defense attorney through glass. My advice, don't use these types of sites.
