Is 33.3% to 40% normal fee for an attorney?

I've worked for two firms that do PI/Civil and that's very much what we offered. However the percentages can go up or down depending on the type of case.

"Normal" depends on many factors. Contingency fees can range higher and lower. If you are being asked to advance costs, or if the attorney does not have substantial experience then the contingency should be lower. If the attorney is advancing all costs and is very experienced, that is well within a range that is appropriate.
