if someone is going around telling lies , with the intent to hurt the other persons business , because they are in the same business and want to damage the other persons reputation,
is that grounds for some kind of law suit? if so , what is the procedure of doing so.? and how much will it cost me for that type of lawyer? CAN SOMEONE PLEASE HELP ME FIGURE OUT MY RIGHTS?
You are asking a wide-open question --- one that someone could write an entire book on (and some have). A nutshell of the short version is that, in Arkansas, there is no defamation per se -- which means you must be able to prove actual damages (i.e,, that you lost money as a result of false statements) and not just assume that you were damaged by nature of the statements. That is an over-simplified answer, but probably the best that can be given without getting into specific facts of your case.
