The autopsy confirmed that Heidi's death was caused by strangulation but no one has been charged with Heidi's death. Megan can be charged in both counties. I suspect that the counties are determining the location of the death or the last time Heidi used her phone or was alive. Megan will likely be charged with tampering with evidence in Harris County first.
Venue is proper in a murder case where the county where death occurred or in the county where the body was discovered. There are other venue rules relating to murders involving kidnapping. Because it is very easy to prove where a body was found compared to where a person died, these types of cases are almost always prosecuted where the body is found.
