Was pulled over, instantly cops had a drug dog and proceeded to make me get out, cops found a lockbox which they used a pedestrians bolt cutters & illegally broke into it and then told me that they wouldn't charge me as long as I called a number the officer wrote down and spoke with a detective about bring a C.I. to have this go away..

You need to have a prosecutor involved to be making deals with the state, like acting as a CI in exchange for avoiding your charges. Without a prosecutor, the police can use you, then route a report later and the prosecutor may file a charge. In Idaho the state has one year to charge a misdemeanor, five years to charge most felonies.
