If I never signed the birth certificate and a dna test was never done do I have to pay child support?

You are a little late to be questioning paternity at this point. Paying child support does not grant parenting time. If you want parenting time you would need to file a case.
Neither the receipt by this attorney nor a reply from this attorney constitutes the initiation of an attorney-client relationship. The fact that we may have responded to an inquiry from you does not mean that we represent you in any legal matter. An attorney-client relationship can only be created through the mutual execution of an engagement agreement.
Was a judgment of paternity entered? There is something missing in this story. I would encourage you to contact an experienced local lawyer to discuss the matter in more detail.
