I have a restraining order aginst a guy but im not sure if someone will monitor my phone without me knowing or block his number through my phone without me knowing.
If there is a reported violation of the restraining order, the District Attorney can charge the restrained party with a crime.
The court doesn't have time to monitor anybody's phone or information for violations.

No they won't monitor anyone's phone. If there is a violation, you should be prepared to show your phone statement. You can also ask the Phone company to install a "Trap" on your line that will show the numbers where calls originate from. They don't listen, just provide a list of calls.
