The house was put up for sale 3 months ago for $180,000. people have come and looked at the house but the have all said it needed too much work. A couple of days ago i saw that not only did they drop the price to $160,000. but the house does not qualify for a loan and they are only accepting cash offers only.
It seems that you are renting the house. Your obligations to pay rent are separate from the sales price for the house, or how it would be financed, so you have to pay for what you rent.
However, if there are problems with the house that prevent you from living in a habitable house, then you would not be required to pay the full rent. You need to discuss this with someone who can advise you to what extent any problems violate the warranty of habitability.

If the house is for sale, you still have to pay rent to your landlord so long as your landlord is still the owner.
The fact that the landlord is only accepting cash offers just indicates that the property probably won't appraise for the asking price and/or the landlord doesn't want the risk of a loan contingency and/or an appraisal contingency.
The only instance when you don't have to pay the rent would be if the house were truly uninhabitable. However, if you are going to pursue this route, it is imperative that you do so after you obtain the advice of competent legal counsel. Otherwise, an eviction on your record is going to make it difficult for you to rent again in the very near future.
