I've started working for a company and my immediate supervisor will tell me to do something one way, then yell at me for not doing it another way. On other occasions, he will yell at me for not doing things a certain way when he's not trained me to do things this certain way. We've recently hired another person, and while my area is bigger than his, my immediate supervisor is now yelling at me because this other person's area is not clean enough because I didn't clean it, even though it is not in my section. I've reported all of this to the main boss, and things were calm for a while. I recently got a raise, and today my immediate supervisor told me that the entire area wasn't clean enough and told me that he should demote me and take my raise away. I haven't been documenting this because I've been telling the main boss and I don't know if I should go to human resources.
It is only a "hostile work environment" if you are being treated this way because your color, race, gender, sexual orientation etc. If your boss is yelling at you because he is just a jerk there is nothing you can do about it legally.
