Your question is unclear. Is there an order of support out of NYS? If so, you must follow that order unless and/or until it is changed. If you are accumulating arrears you should be aware that child support arrears cannot be cancelled or discharged. Your best option is to immediately file to modify your support obligation.

If the child lives in NY state and you recognize that you have a child support obligation in NY, where does New Jersey come into the picture? It seems to be a clear case that you owe child support arrears and the Support Collection Unit is exercising its ability penalize you for same.

Did the custodial parent obtain a New York order of support while living in New Jersey by using the Uniform Interstate Family Support Act? If so, the support is enforced by New York for New Jersey and there is no apparent wrongdoing unless your child support is paid in full.
