State trooper was in a store parking lot. I pulled in with my seatbelt on. I was walking into the store and he shouted across the parking lot at me. Asked why I didn't have on my seat belt. I said I did . He issued the ticket. Never was pulled over no blue lights and I was walking across the parking lot. He also didn't have on his hat.
The only thing that matters is whether or not you had your seatbelt on while operating your vehicle. An officer can cite you for any violation that he observes. It doesn't require him to use blue lights or wear a hat.
