I was charged with class b misdemeanor for petty theft.
plead no contest, than judge said he would dismiss my case if I paid a fine. so does that mean I was convicted? or was the case dismissed??

If you pled no contest then your case was not dismissed. It sounds like you got deferred, which is not a conviction, but is also not a dismissal. However, you could possibly be eligible to apply for a non-disclosure to have your record sealed.
