If the lease doesn't provide for moving up to a bigger apartment--and I've never seen one that does--the landlord or manager does not have any obligation to comply with your request to upgrade. Sorry.
The landlord does not have to allow you to move to a bigger unit unless there was an agreement otherwise. You could always move if you want a bigger unit.

What you can do is try to sign a lease for the bigger apartment and then move out of your smaller one into the bigger one. Seems simple enough
