I want to add a father to my daughers B.C. he's not the bio father dont know who her bio dad is and no father is listed at all.

If you are seeking to change your daughter's surname you need to file a sworn petition for name change of minor. If you do not know who her father is the birth certificate should be blank as to the father. If a father is determined a parental suit can be filed to include changing or correcting the child's birth certificate. If a termination and adoption occurs, a birth certificate correction can be done.
You do know who the father is and you need to contact them and tell them they have a child. You can not just add a name to a bc. You can file an adoption and the judge will appoint someone to find the unknown father,
