I was making 19.00 an hour, and without notice, I was knocked down to 13.00 an hour, my bills got behind, and I am still trying to catch up, Is this legal?
Unless you have a contract that says otherwise, an employer can give you notice that going forward, you new salary will be $13.00 per hour. They owe you $19.00 for all the work before they gave you notice.
You were free to quit or find another job that pays $19.00 or more per hour.

Yes, it is legal unless you are working under a collective bargaining agreement or have an employment contract. In Texas, you are presumed to be an at will employee and, as such, you can be fired at any time for no reason or any non-discriminatory reason without notice. If you can be fired without notice, your pay can be reduced prospectively without notice. That is, you have to be paid for the time you worked at the higher wage at the higher wage, but you should have no expectation of continued employment much less employment at the higher wage.

I concur with my colleagues. In Texas, generally, an employer can alter terms of employment without prior notice. Texas is an employment at will state. Typically, unless an employee has an employment contract, or is employed under a collective bargaining agreement through a union, the employer can modify an employee’s compensation amount or method (so long as the compensation remains compliant with applicable minimum wage laws) at any time with or without cause for any non-discriminatory reason. However, an employer generally cannot alter compensation amounts or methods for prohibited discriminatory reasons (such as racial discrimination), or in retaliation for certain protected actions (such as whistle-blowing). The description of the situation which you have provided does not violate minimum wage laws, or include the elements of prohibited discrimination. Additionally, employers are not required to treat all employees the same, so long as the disparate treatment is not part of prohibited discrimination or retaliation (as described above).
