My residence foundation and several neighboring foundations are cracked from roadway vibration. Township and PENNDOT together refuse to slow traffic through Bowmansville where locals drive as fast as they want and motorcycles reach 100+ mph a couple times weekly. The adjacent Post Office has an unapproved access drive making the adjacent Mill Street-Maple Grove Road intersection dangerous compounding the inherent limited line-of-sight dangers due to building and other sight hazards. No pedestrian cross walk also compounds the danger to life and limb. There are constant near misses while locals often use California Stops at the intersection. Roadway lines are serpentine guiding traffic toward the adjacent telephone pole which has been struck by vehicle twice and replaced by PPL as a result
Sounds like you have several different issues going on.
Although you may have already done so, you will want to go on record as having communicated with the township and the state (Penndot) people your concerns. You will also want to talk with an attorney who specializes in each issue so that you get the advice you need.
So i suggest that you first write a list of issues you have and focus on who may be able to resolve each issue.
For Example -
#1. Your foundation of your home is cracked.
A. When did you notice is was cracked?
Was it a specific event such as someone coming to the house and indicating they are doing something (such as using explosives or some other earth moving/disturbing item)?
Was it a penndot person or project or was it a township person or was it a contractor for the state or township or possibly some private contractor for some private company?
B. Or did you notice through observation one day and are not really sure what may have caused it.
C. Exactly how long has it been cracked?
If it has been cracked for many years you might have a statute of limitations issue?
D. Did you have it checked out by an expert in repairing such items?
They can usually tell how long something has been damaged, etc. and they will take (or you should take) pictures, etc. This independent assessment (make sure you use someone who writes reports) will help in establishing the timeframe and extent of damage.
E. Did you consult with your homeowners insurance?
Consider filing a claim (after consulting with counsel and checking with experts).
If they won't cover perhaps they will assist you with pursuing who did the damage.
This was an example of just one issue.
The others may be just as complicated or plain simple.
For example, the US Post office probably does not own the property where the post office is located. It might just be a rental (even with a name on the building) and the owner of the property is the one who has the access rights and simply leases them to the post office with the lease of the building. Either way it may not be something that can be addressed.
As for the speed limit, there are many ways to have it set, but it depends on who owns/controls the specific road in question. Is it a state road or township road? Then pursue legislation to set the speed limit. Townships have the authority to set speed limits - don't let them tell you otherwise. State roads are a bit different but you can still make an argument. Try to speak with the police and find out how many accidents have been on that stretch of road. Talk with local businesses who might want a safe crosswalk, etc. Perhaps that will help you persuade them to post a limit. Then they can work on enforcing the limit.
In any event, the biggest focus i see if you home. Start with that and consult with an attorney who handles home damage (they might be experienced in suing contractors, etc.).
