My neighbor is in a domestic violence situation, but keeps allowing her abusive boyfriend to live with her next door. He broke mine & the other neighbors porch light in an attempt to hide himself (he is not on the lease and is hiding from the landlord as well as authorities) when he goes into his girlfriends apartment at night. He is also abusive to their dog, and a violent person. I need video for the landlord as well as my own security.
As long as the light will not be considered an unauthorized alteration you can install it. Normally it would be an alteration if you were hard wiring it in, but maybe you can bend the rules here on grounds of necessity as a security device.
I'm not really certain what Mr. Bayley is talking about in terms of altercation.
The right to put up a lamp is obviously ok since one was there before. Putting a camera in there, (hidden or otherwise) could be a violation of privacy depending on what it is recording. It could also be a violation of the HOA (assuming once exists in a tri-plex) to put up surveillance. At the same time the HOA is responsible for keeping the premises safe so it may be their duty to put up such surveillance.
