My central AC was working when I moved in . But every year it would quit after a couple of months. Everytime they would send out someone to fix it, but never long term. Now they don't even bother. Its like they just don't care.

You need to advise the landlord with a written letter and give him 7 days to fix the problem. If after seven days he doesn’t then you can terminate the lease or fix the air and abate rent.
