which was received on June 18th. Welfare pays most of our rent; they send out two checks meanwhile i paid the difference on the 12th of june. is it legal for them to charge a $65 fee everytime they receive a check late as they say.? this is the first time this has happened and the checks are always sent bi weekly.

In New York a landlord is allowed to charge for "legal fees" as additional rent, only when awarded by a court to the landlord, in a legal dispute, involving the lease, where the landlord "won" and the lease contains a so-called "Attorneys fees clause."
Some landlord will just tack on to a tenant's bill any expense incurred involving a lawyer in relation to that tenant, as charge "legal fees".
A "legal fee" could be charged if the landlord used an attorney to prepare a rent demand for a late rent payment, but unless the court awards the landlord the "legal fee" as part and parcel of a money judgment for unpaid rent, the "legal fee" may be ignored.
"Legal fees" not awarded by the court, usually may be safely ignored.
You cannot be sued by the landlord for unpaid rent where the only rent you did not pay are so-called (not court ordered) "legal fees."
