So I am moving you to the Criminal Defense Section. They will know. And if no one answers, talk with the Police locally or the District Attorney's Office. I am so terribly sorry to hear this. She can certainly report this. Whether the police will be able to take action is something that they will determine after hearing the allegations.
In NJ a rape has no SOL. She can report it and they can charge the crime. But after 11 years it would be a tough sell.
