It's likely you have a right for him to reimburse you for his/her half of the bill. The question is do you know where s/he is? You may want to file a small claim against him/her for half the bills you wanted reimbursed. Good luck.
If he signed the lease, he would more than likely be obligated for the rent. The other monthly bills will depend on whose name is on the account. You need to speak with an attorney in your area about your particular facts and circumstances.
