The question is will an OSUP be enough to qualify for TSA requirements to fill the alien student flight program. When I go to their website site and try to apply there is no provision for the documents indo have. And they do not respond via the contact info.

Are you referring to an order of supervision? Why were you placed under an order of supervision? Do you have a final order of removal? If that's the case, under which grounds were you placed in removal proceedings? If my assumption is right and you are on an order of supervision for having a final order of removal, probably I would stay as far as possible customs and border protections (that's at the airport). If even by accident you travel outside of the United States in one of those flights they could argued that you executed your order of removal. Consult with an experienced immigration lawyer to evaluate your situation.
