I have an employee who appears to be a habitual liar. She lies about lying. Do I have a right to ask for her marriage cert.?

If her marital status is legitimately connected to her employment, then you are authorized to ask her to verify it by some legitimate means. A marriage certificate might be one of those means, but I do not think it would be advisable to demand to see the marriage certificate unless that is the only way to answer whatever legitimate employment-related inquiry you have.
