I got pulled over by a police officer for driving without headlights on. After checking my car registration, my license and insurance , he didn’t give me any physical ticket or talked about fine. Just told me that drive safe and handed over the documents. Is that mean i have not charged fine or i will get a ticket over mail?
Sounds like you got a break (rare these days). That being said the officer still has up to 30 days to mail you the ticket which could happen, but honestly doesn't sound likely as they usually tell you.

It looks like the officer gave you a break but he could still mail you a ticket. Keep your eyes on your mailbox because you don't want to miss the deadline on the ticket if he issues you one. I doubt he will but you never know.
