I completed the PA ARD program and got my charges expunged. Why does the CA DMV still require me to take classes and get an SR22 to get my licence back?
Because that's what the CA DMV does. Sorry. You'll have to follow their demands. They learned of the conviction and are requiring you to do what CA licensed drivers must do when the get a DUI.

CA DMV learned of your PA DUI. This is their requirement for keeping your CA license.

Since you had a CA lincense and want to drive in CA. You must do what CA drivers are required to do when they get a DUI.
An out-of-state DUI conviction can negatively affect your CA license, and it appears to have done so here.
It's because you have a CA license that you're required to follow their protocol. It's similar to that of getting a DUI in California. So for them, you need to follow their instructions and as one attorney mentioned you can then get a Restricted Licenses known as an SR-22, with a 30 day hard suspension of your driving privilege.
CA learned about your PA conviction so CA is imposing their requirement. It seems very unfair but welcome to CA DMV. Good luck to you. Hope these answers help?
