Last summer I got that ticket and had to leave Cali shortly after, so it has sort of slipped up. I haven't gotten pulled over since then so no one has really checked my license. Problem is I lost my California license and have to go into the DMV to get a NJ license, since this is where I am living now. Will I have any problems? Is there an possibility of arrest? Will I be able to pay the fine right there on the spot?
Your license might actually be suspended due t the failure to pay the parking ticket under a Parking Adjudications Act. You will have no choice to get it resolved, and DMV is the best place to start.

You should first check Cal. DMV and see if your license is suspended. Reenstate your license if it is suspended in Cal. If it is not suspended you should be able to transfer to NJ. Call the Court in Cal. on the ticket and explain. Pay the ticket.
I agree with the other two answers. It is not likely that you would be arrested here in NJ for an unpaid California ticket, but if there is a bench warrant that has been issued in California and you travel back there, you could be. Or if for any reason you are not a citizen, and you travel outside the country, it could present a problem upon your return if California issued a warrant. As mentioned, simply contact the Motor Vehicles in California and get the matter straightened out.
