I do not think that you are going to get a competent answer to this question online. If you came into my office then I would review your Tallahassee DL history and try to make sense of your situation. If I could not diagnose it then I would call DMV and work it through with them.
Accordingly, I suggest that you call the good folks at DMV in Tallahassee (850-617-2000) and try to make sense of your situation for free. If you follow the rule of the 3 "p"'s (be patient, pleasant and polite) you will be surprised at just how knowledgeable and helpful they can be, and you might just get your answer and solution without incurring legal fees.
If you do not get a sufficiently understandable answer from DMV then you should consider hiring a 954 area traffic lawyer to assist you.
I hope that I have been helpful in answering your question.

make sure you have all the insurance required. The DMV has an administrative review office in your area that you may be able have review and reinstate your license. if you are still confused an attorney that is knowledgeable about drivers licenses could perhaps help you.
