Can a business bind you into a contract and then add fees for services 20 years prior that they believe I owed?

Mr. Woolsey provides great information, you need to get both agreements and then get the opinion of a contracts lawyer regarding whether the school can legally do what it is trying to do. I doubt that they can withold the certificate of completion based on a fee dispute from 20 years ago.

You need to sit down with an attorney with your contract for service on this recent school program. Your situation sounds very fishy, but it needs to be looked into with agreements in hand. On the face of it, it wouldn't appear that the school cannot attach a prior bill to your new service agreement and hold it over your head a pay up the old bill or receive no certificate on the new service. If the school has a bill from 20-years ago they also have the agreement from 20 years ago. Get that from them!
