A notice of appeal must be filed within 30 days of sentencing. Appeals only deal with issues on the record. If the attorney didn’t do something there may be options for post conviction relief based on ineffective assistance of counsel.

In a 25-year-old case, every available proceeding has probably already been tried OR the deadline for doing so has already expired. There are very limited exceptions to the rules that are intended to eventually create finality. Have a post-conviction lawyer review the procedural history of the case.
