Do you think your race, sex, national origin etc are a factor in them denying you the promotion? If so, there could be a basis for discrimination which is violation under Federal and State law. Contact an attorney for a consultation.
Do you believe this "personal vendetta" is based on a protected reason (for example - the GM treats you differently because of your race, religion, sex, disability, age)? If so, you should speak to an employment attorney.
NOT LEGAL ADVICE NO ATTORNEY-CLIENT RELATIONSHIP FORMED
Personal favoritism/conflicts are not illegal. The issue is WHY your GM does not want to give you the job.
