Send a certified letter to SSA letting them know you, meaning the recipient, is requesting to terminate his/her SSI benefits.

That is great. If the SSI recipient was previously determined to be disabled (as a basis for SSI, as opposed to 'aged') but has recovered enough to engage in work activity (without pay) on a substantial basis, that is fantastic. It is not clear to me if the SSA will inquire as to when this improvement occurred, and if a look back could take place to see if the person was not disabled in prior months, despite collecting as a disabled person, and there could be an issue there.
