Unfortunately the USCIS sometimes is inefficient and inconsistent in the amount of time it takes to adjudicate I-751 cases, and this is particularly true when I-751 cases are not filed jointly by the spouses and instead require a waiver. Nonetheless, 18 months is an unreasonably long time for adjudication.
It appears that you have taken several steps that can be productive to get information about your long-pending case and to prod the USCIS to complete its adjudication. The American Immigraiton Lawyers Association has liaison committees for each USCIS District Office, and that often is the most productive way to dislodge a "stuck" case, but to use that process you would need to be represented by an immigration attorney who is a member of AILA.
