What are you talking about??
You come to a forum of attorneys that are here to assist people asking about "underhanded" tactics? Who are you?
Any decent person would work something out with the landlord. But your wording is peculiar "how to FORCE a landlord..." This isn't a legal question. This is a call to find an unethical attorney to help bugger a person for non-legal reasons.
