I wrote a blog at our law firm’s web site that discusses this very topic; how one can still get a divorce by using substituted service in the state of Wisconsin. It is further complicated in your case by his being out of the country, but doesn’t mean it’s impossible to get a divorce from him.
You need to attempt to personally serve him with the Summons and Petition for Divorce in his last place of residence. After dilligent attempts to personally serve him, you can publish Notice of the Proceedings in the legal publication in his last County of residence. If he does not appear even after then, you have done your best and the Court can proceed with a divorce in his absence.
