Unfortunately, They can hit him for the remainder of his time owed. The new charges also carry a minimum of upstate time if convicted of a new felony. A misdemeanor can be run con-current to the parole time.

I am a criminal defense attorney practicing in Nassau, Suffolk and New York City. The above information is not a substitution for a meeting whereas all potential legal issues can be discussed.
Grand larceny in the fourth degree is a class E felony. With his priors there is mandatory prison time (he could get anywhere from one an a third to four years). Because of the new charge thy can also violate him from parole (not to mention possible additional charges for absconding) and put him back in for the remainder of his sentence.. All in all he should have an attorney assisting him.
For the new charges, the question of time is up to the judge and the District Attorney.
From the information you provide, he owes NYS Parole 9 almost 10 months. He likely will not be out before that time runs.
He may be able to negotiate a plea deal on the new charge in Westchester, but the time from that will be up to the judge. You should find a good local attorney to assist in this problem.
